The first part of this project for an European Convention highlights the true nature of racism and hate crimes. An original psychological and sociological analysis enables to better understand their root
causes and unveil their inner workings.
In the second part, the text set out a law proposal which peculiarity is to be based on the nature of the phenomenon of racism. It thus offers a particularly appropriate approach to penalize crimes of racial
violence and harassment. Therefore the innovative principle on which the draft convention is laid down should enable to finally fight racism with an optimal and radical effectiveness.
